NIPM – A PROFILE

   
 

NIPM the short form of National Institute of Personnel Management, is now the only all-India body of professional managers engaged in the profession of personnel management, industrial relations , labour welfare, training and HRD in the country. NIPM came into existence in March 1980 as a result of merger of two professional institutions, namely, the Indian Institute of Personnel Management, established in 1948 and the National Institute of Labour Management, established in 1950. With its National Office at Kolkata, NIPM has a total membership of more than 11,000 spread over 52 Chapters all over the country. NIPM is a non-profit making body devoted to the development of skill and expertise of the persons engaged into the management of human resources through regular lecture meetings, seminars, training courses, conferences and publications through its Chapters throughout the country. One of its books “Personnel Management in India” which was prescribed as the basic text book on the subject by various universities and institutions, received subsidy from the National Book Trust. Its quarterly journal “Personnel Today” is subscribed by many Indian as well as foreign universities and libraries.

NIPM has been consistently serving the cause of HRM profession in the country for more than four decades and representing the practitioners in industry, both in private and public sectors, governments and academics. As the premier forum in the country, it is constantly striving for excellence in professionalism in the personnel and industrial relations fields through exchange of knowledge and experience of experts from all parts of the world.

NIPM, having felt the need for such education for personnel managers which would not only take care of the industry's requirements but also be interdisciplinary in nature, evolved a model curriculum for such education and started its Post-Graduate Diploma Examination in Personnel Management since March 1978. The Post-Graduate Diploma in Personnel Management awarded by NIPM has been recognized by the Government of India for the purpose of recruitment to superior posts, as also by the State Governments of Bihar, Goa, Karnataka, Kerala, Orissa, Maharashtra, Andhra Pradesh, Rajasthan, West Bengal as a prescribed qualification for appointment as welfare officers. This diploma is also approved by AICTE as MBA level course (Personnel). Apart from the Institute itself, several other institutions like Mohandevi Tarneja Memorial Trust, All India Organization of Employers, Employers' Federation of India and UP, Orissa and Karnataka Chapters of the Institute have instituted several medals and awards for the candidates of the Diploma examination.

Passed out Candidates, are eligible for pursuing Ph. D in the University of Andhra , Bihar & Kerala.

    Merger of NILM & NIPM  
     

    Many of the Personnel and HR Professionals were common members of both NILM and NIPM. These members conceived the idea of merging these two Institutes to form a single All India Association to represent the profession of the Personnel Management. In 1958 talks were initiated between the Office Bearers of the two Institutes in an informal way. In early 70's the process of discussions got impetus and a number of meetings were held between the Senior Members of both the Institutes to take concrete steps for the merger. In order to bring about the merger expeditiously the respective Institutes appointed two Merger Groups to represent each of Them to finalise the terms and conditions of merger and to frame a new Constitution The NILM merger group consisted of S/Shri N.M.Vakil, M.L.Gore, P.M.Mantri and S.D.Marathe.

    The NILM and the NIPM organized the First Joint Conference at Hyderabad on 15th-17th March, 1979. The members of NILM and NIPM at their respective Annual General Meetings held on 17th March, 1979, adopted Resolution to merge the two organizations in to one single body as National Institute of Personnel Management (NIPM) and to register the same centrally at Kolkata. The Resolution also included the broad terms of merger and to set-up a Joint Implementation Committee for drafting the Constitution of the new body.

    The NILM and NIPM organized the Second Joint Annual Conference at Madras on 13th -15th March, 1980. The members of NILM and NIPM held separate General Meetings on 15th March, 1980 at Madras and adopted the Resolutions dissolving their respective bodies and forming a new merged body, viz. National Institute of Personnel Management (NIPM) Later, on the same day a Joint Meeting of the members was held which adopted the new Constitution and constituted an Ad Hoc Central Executive Council for the new body.     NILM Trust  
     

    Before the merger, the NILM, “The Settler” created a t rust known as “NILM Trust” and executed a Trust Deed dated 6th March, 1980 between Shri P. P. Kulkarni. & Shri.S.D. Marathe , Chairman and Honorary Secretary of NILM respectively of the One Part and the newly appointed ”Trustees” of the Other Part, The initial Trustees were S/Shri M. S. Warty, N. M. Vakil, J. L. Gore, V. G. Karnik and H. S. Poredi. Under the Trust Deed the Settler i.e. NIPM settled a sum of Rs 3.52,000/- in Fixed Deposits in Public Sector Banks and 5 fully paid Shares of the face value of Rs 50/- (Rupees fifty only) each in Prathamesh Co-Operative Housing Society Ltd., Prabhadevi Sea Face Mumbai 400 025 for the benefit of the Beneficiaries. Under the Trust the expression “Beneficiaries“ means all members of the NILM, any other persons who may from time to time admitted to the membership of the NILM and all members of the Bombay Chapter/Branch of National Institute of Personnel Management. By virtue of these presents all the members of NIPM. Mumbai Chapter and those who join as, members in future are the Beneficiaries under the “NILM Trust”.

    The Trust is managed by the Trustees according to the objects mentioned in the Trust Deed. The Trustees have the right to appoint new Trustees from among fee members of NIPM, Mumbai Chapter in the vacancy caused due to the death and resignation of the existing Trustees, The present Trustees of NlLM Trust are S/Shri.V.G. Karnik, M. S. Naik, M. L. Gore, P. M Mantri and S. L. Dwivedi.

    The NIPM is now the only All- India Body of Professional HR Managers dealing with Personnel Management, Industrial Relations and Labour Welfare in the Country. The total membership of NIPM is about 10,000 spread over 50 Branches all over the Country These Branches are under the territorial jurisdiction of five Regions viz. Western, Eastern, Southern, Northern and Central.

    As a member of the National Institute of Personnel Management, I declare that I shall

     
    • Subscribe to the aims and objects of the National Institute of Personnel Management and be bound by its Constitution
    • Recognize and accept the dignity of an individual as human being, irrespective of religion,language, caste or creed
    • Maintain high standard of integrity and behavior demanded by the profession;
    • Conduct myself as a responsible member of the management team committed to the achievement of the organisational goals;
    • Take keen interest in the establishment of healthy personnel practices and development of profession
    • Try to win confidence and gain respect of the employers and employees and make myself available to them to provide formal and informal intervention to resolve industrial conflicts;
    • Endeavor to enhance the good name of my profession in dealing with other professional bodies, government departments, and employers' and employees' organisations;
    • Co-operate in maximising the effectiveness of the profession by exchanging freely information and experience with other members.
    • Not allow any interest other than profession to interfere with my official work
    • Not interfere with the right of association of employees;
    • Not disclose any information of a confidential nature that I may acquire in the course professional work without obtaining the consent of those concerned and shall not use confidential information for personal gains;
    • Not accept or offer any improper gratification in any form or manner whatsoever in connection with or in the course of my professional work; and
    • Not take or acquiesce in any such action which may bring the institute andIor the profession into disrepute
